Zillow Rental Group is no longer charging a fee for the base model for Rental listings on their network which includes Zillow, Trulia and HotPads.  You can have your Rental listings displayed for free or if you are looking to maximize exposure you can opt for their premium solutions for a fee.

Here is how to get all your rentals published on Zillow, Trulia, and HotPads.  Only the broker can initiate this distribution option from Flexmls.

Brokers, log into Flexmls and go to Menu>Broker Distribution. On this screen, select Enable Feed option for Zillow Rental Group. You can also opt to allow the Listing Agent to choose on a per listing basis.
